John Haley M.B.A. is a retired law enforcement professional with over thirty years of experience in investigations, employee management, training, program development and safety protocols. He has investigated, evaluated and managed various types of threats, including crimes of violence and witness intimidation. He is also certified law enforcement instructor for defensive tactics, firearms and witness protection courses. During his tenure with law enforcement, Mr. Haley investigated, reviewed and managed hundreds of cases involving threats and intimidation.
Mr. Haley began his career with the San Diego Police Department in 1984. He then joined the Chula Vista Police Department, where his assignments included patrol, S.W.A.T., defensive tactics instructor and investigations. In 1993, Mr. Haley joined the San Diego County District Attorney’s Office as an investigator, and in 1996, was assigned to develop and manage a formalized training program for the Bureau of Investigations. He also delivered training pertaining to arrest and control, firearms, tactical communication, and first aid and emergency response.
As an administrator for the District Attorney’s office, Mr. Haley developed tools to increase efficiency in the workplace, including the development of a resource center for investigators and the implementation of a secure training platform on the office intranet for sensitive training and safety issues. Known as a skilled speaker and trainer, Mr. Haley has instructed and lectured as an expert on the topics of management, supervision, communications, conflict resolution, dealing with problem employees, self-defense, situational awareness and risk assessment to law enforcement and civilian groups. Mr. Haley has also developed a unique curriculum for de-escalation and safety training for both law enforcement and corporate environments, and has instructed for street safety and awareness programs for civilian employees, women and children.
Mr. Haley currently manages compliance activities for a private sector enterprise specializing in the financing of energy and water saving home improvements. He is a member of the Association of Threat Assessment Professionals (ATAP), as well as a past executive board member and Lifetime Member of the California District Attorney Investigators’ Association. He holds an M.B.A. from the University of Redlands. He also completed the FBI National Academy – 221st Session and the West Point Leadership Program.
