Miguel (Mike) Rosario is a Licensed Private Investigator (#189238) and veteran law enforcement officer whose career spans over forty years, working with two distinguished law enforcement agencies. He served for 34 years with the San Diego Police Department, retiring as a Police Captain, and for 6 years with the San Diego District Attorney’s Office, in their Bureau of Investigations, retiring as a Chief Investigator.

Following his retirement from public service, Mr. Rosario worked for three years as the Director for Tribal Public Safety/Security Department for the Viejas Tribal Casino and Resort.

Throughout his law enforcement career, Mr. Rosario has been actively engaged in training law enforcement officers and civilians. Recognized as an energetic and engaging speaker, he was recruited to become an Adjunct Facilitator for the Los Angeles Simon Wiesenthal Museum of Tolerance (Law Enforcement Programs). He also co-created and assisted in establishing the award-winning Regional Leadership Institute, providing cutting-edge leadership training for Federal, State and Local Law Enforcement leaders within San Diego County. Additionally, he has been an adjunct instructor for the San Diego Regional Law Enforcement Training Center, teaching Officer Safety, High Risk Calls in Progress, Spanish for Law Enforcement, Diversity, Leadership and Ethics and Community Policing. 

Additionally, Mr. Rosario’s professional training includes extensive law enforcement tactical training while assigned to the SDPD SWAT Unit and he was later selected to the Sniper Team and the elite SDPD SWAT Special Response Team (SRT).  Further, as part of SRT, he participated in executive protection assignments and threat assessment survey work for the San Diego Mayor’s Office and a number of City of San Diego Departments.  In 1996 Mr. Rosario played a major role in the executive protection of the City of San Diego’s City Manager and other key City executives within the Mayor’s office during the Republican National Convention.     

Mr. Rosario holds an undergraduate Criminal Justice Degree and has completed graduate work in the area of Organizational Leadership. He is a graduate of the FBI National Academy, Quantico, VA and the Police Executive Forum (PERF) Senior Management Institute for Police (SMIP) in Boston, Massachusetts.  He was recently awarded the California Police Officer Standards and Training (POST) Management Certificate. He also served with the United States Marine Corps and received an honorable discharge after completion of his enlistment.
